Did YugoPol have their helicopter division based at Podgorica, and if so, from this base did they serve all of Yugoslavia?

#1301 ZU-ROO & #1413 N341GL, I think.

Nope, they mostly belonged to Yugoslav republics (only one was for the Federal Police), the specific one was obtained for the Republic of Montenegro police HQ and based near their capital.
